Exceptional Family Member Program
The Exceptional Family Member Program (EFMP) - What is it?
The EFMP is a Department of the Army program designed to assist military personnel agencies in making assignments for the Soldier, accompanied by Family members as often as possible, based on the documented medical and special education needs of the Soldier's Exceptional Family Member (EFM). When possible, Soldiers are assigned to duty locations where the medical and special education needs of their EFM can be met. It is important to understand that this is dependent upon a valid personnel requirement for the Soldier's grade, specialty, and eligibility for the tour. All Soldiers are still eligible for worldwide and unaccompanied assignments.
The EFMP works together with other military and civilian agencies to provide a comprehensive, coordinated, multiagency approach for community support, housing, medical, educational and personnel services to Families with special needs. Enrollment into the EFMP works to ensure that needed services are available at the gaining installation BEFORE the military personnel office (Human Resources Command - HRC) assigns the Soldier to that new duty location. Enrollment into the EFMP is mandatory, based on carefully defined rules. The EFMP operates under the provisions of AR 608-75.
Do You Have an Exceptional Family Member (EFM)?
An EFM is a Family member, regardless of age (child or adult), with any physical, emotional, developmental, or intellectual disorder that requires special treatment, therapy, education, training or counseling. The Family member must be enrolled in the Defense Enrollment Eligibility Reporting System (DEERS) to be enrolled in the EFMP. A Soldier who has a Family member who falls into any of these categories MUST be enrolled in the program.

Family Advocacy Program
The Soldier and Family Readiness Program/Family Advocacy Program promotes individual, couple and family wellness by offering a comprehensive program that includes awareness, education and support to prevent family violence. Classes are offered to commanders, troops, professionals, families and the community. Prevention and support services include: New Parent Support Program (home visitation); child safety education; Nurturing Parent Programs; Single parent support; Playgroup; Infant Massage; Cooperative Parenting and Divorce; Boot Camp for New Dads; Scream Free Parenting, SMART Steps-Step Parenting, Resilience classes, The Five Love Languages; Scream Free Marriage; various life skills seminars; and victim advocates for domestic violence.

Fort Carson ACS Employment Readiness Program
Unlock Your Potential!
Employment Readiness Program (ERP) provides career assistance to Soldiers, Family Members, DoD Civilians, Retirees, and Reservists. Employment Readiness Specialists provide workshops as well as one-on-one appointments to assist with job searching, resumes, interviews, networking, as well as career skills development. ERP maintains partnerships with local and national employers and agencies in order to share job opportunities.
Additional services include:
- Education and certification resources
- Classes on self-assessment, career exploration, civilian and federal resume writing, networking.
- One on one resumé critiques
- Career counseling and individual career assessments
- Job fairs and other hiring events
- Teen/youth employment information
- Computer lab with internet access, résumé-writing software, and typing tutorials (not currently available due to COVID-19 restrictions)
- Weekly posting of Hot Jobs

Grant Library Hours of Operation
Our online services will remain available, to include virtual Summer Reading Program and Story Walk. The following precautions will be in effect.
- The Library will offer curbside service for library materials.
- Parking spots will be marked off for curbside services.
- Patrons will be able to call or email to place items on hold.
- The Library will call patrons when items are ready to be picked up.
- Items available to check out will include video games, DVDs, and audio books.
- The computer lab will be available for restricted use for Active Duty Soldiers only.
- The computers stations have been spaced to allow for social distancing.
- The lab will operate at 50% capacity with a max of 15 users.
- Computer reservations will be made over the phone to limit interaction and encourage social distancing.
- In order to allow maximum use, computer users will be limited to one-half hour per visit. Keyboards will have protectors on them and will be changed after each use.
- Monitors will be wiped down in between users.
- The staff will wear gloves and mask while interacting with patrons.
- All patrons will be required to wear masks while in the facility.
- All curbside items will be dated and placed in the conference room for at least 72 hours to allow for staff to sanitize items per Public Health guidelines.
- The children’s room, teen area and main library will be marked as “off limits to the public”.
- The staff will sanitize desks, computers, door handles and other frequently touched surfaces will be cleaned.
