EFMP ensures Soldiers with dependents who have medical or educational needs receive coordinated support to maintain readiness and stability.

EFMP at ACS provides systems navigation, advocacy, and non‑clinical case management, helping Families understand medical and school processes while connecting them to respite care and community resources. By supporting Families through PCS moves, deployments, and other transitions, EFMP ensures leaders have Soldiers who are better able to stay mission‑focused because their Families are supported and informed.

 

How ACS EFMP Supports Leaders

EFMP strengthens readiness by:

  • Helping Soldiers complete required enrollment before PCS delays occur
  • Reducing last-minute command intervention related to dependent care
  • Assisting Families in resolving medical/school access barriers
  • Providing education to leaders on assignment impacts
  • Offering consultative support when Family stress affects performance
  • Early referral prevents crisis.

When Leaders Should Work with ACS EFMP

Leaders should connect Soldiers when:

  • ​​​​​​​​​​​​​​A dependent has a chronic medical condition
  • A child has an IEP or 504 plan
  • A Soldier expresses stress related to dependent care
  • PCS orders are pending and medical needs exist
  • A Family reports difficulty accessing services
  • Reintegration reveals increased family strain

Clarifying Roles: What EFMP Is and Is Not

What EFMP Is and Is Not:

  • EFMP is often misunderstood. Leaders should know:
  • EFMP Enrollment (Medical – MTF):
  • Verifies and processes required medical documentation
  • Coordinates with HRC on assignment availability

EFMP Family Support (ACS):

  • Provides advocacy, navigation, and non-clinical support
  • Helps Families access services and build stability

EFMP does not:

  • Decide assignments (HRC does)
  • Provide medical treatment
  • Automatically prevent PCS
  • Replace command involvement
